The FrameworkOP Foundation Report is out now! FrameworkOP is a community-driven process to update Overland Park’s comprehensive plan, exploring crucial topics like housing, population trends, economic development, community services, land use, environmental resources, utilities and infrastructure.
Did you know Overland Park is expected to grow by around 65,000 to 75,000 residents by 2050? Or that 61 percent of residents over the age of 25 have a bachelor’s degree or higher? These factors and statistics, along with many others detailed in the FrameworkOP Foundation Report, will guide updates made to the City’s comprehensive plan.
A comprehensive plan is a long-term plan that expresses the values and aspirations of a community, serving as a business plan and guidebook for decision makers. FrameworkOP builds on the City’s vision by defining specific steps towards elevating physical aspects of the City.
In 2022, the City launched a comprehensive plan update. Building on previous planning efforts, the process leveraged community input with technical analysis to establish clear recommendations for the City to implement over the next several decades.
This foundation report provides an overview of eight key topics that will influence how the City develops in the future. Each initiative area outlined in the City’s strategic vision plan, ForwardOP will correspond to goals outlined in the City’s comprehensive plan, FrameworkOP.

- Wealth, wellness and emergency services
- Parks and open spaces, recreation programs and community facilities
- Fiscal health, local economy, employment and personal prosperity
