Overland Park transitions septic and swimming pool oversight to Johnson County

Overland Park is passing the baton to the Johnson County Department of Health and Environment to permit and inspect septic systems and swimming pools beginning on Jan. 1, 2025. The Governing Body approved changes to City ordinances at a City Council meeting on Nov. 18. These updates streamline processes and align the City with countywide standards, ensuring health and safety for all residents.  

Septic System Management

With the adoption of the 2025 Johnson County Environmental Sanitary Code, the City will no longer issue permits for onsite septic systems. Instead, JCDHE will take the lead on:  

  • Permitting new systems, repairs and decommissioning for both residential and commercial properties.
  • Conducting property transfer inspections before sales of properties with septic systems.
  • Licensing contractors and operators who maintain and install systems.
  • Requiring maintenance agreements for mechanical systems to ensure proper upkeep.

Swimming Pool Permits

Overland Park is also diving into the 2025 Johnson County Aquatic Health Code, transferring public and semi-public pool and spa management to JCDHE:  

  • All new commercial pools will require plan approval from JCDHE.
  • Licensing and inspection duties will now fall under their expertise, ensuring the highest standards for aquatic safety.
  • A swimming pool permit from Overland Park must still be obtained before constructing a new pool.
