Local Government Management Fellowship

The City of Overland Park maintains a long tradition of hosting Master’s of Public Administration students as both full and part-time interns. Beginning in 2024, the City will host a full-time Management Fellow as part of the International City and County Management Association’s Local Government Management Fellows program. The Fellowship is designed to attract and retain young professionals as well as mentor the next generation of public service leaders.

Based in the City Manager’s Office, the Fellow will work across the organization on a wide variety of administrative and professional tasks, gaining exposure to a diverse range of city challenges, projects and operations.

The Management Fellowship is a 12-month program in which the Fellow will provide professional staff assistance to the City Manager’s office and department directors, assisting with recurring projects and formulating solutions to problems when appropriate. The Fellow will also have the opportunity to attend meetings, seminars, and webinars on behalf of the City, including the ICMA Annual Conference.

Qualifications + Responsibilities

Candidates must be students actively enrolled in a Masters of Public Administration program or a recent graduate of such a program and be willing to relocate to the Kansas City Metropolitan Area. An ideal candidate will be a strong communicator and be technologically proficient, with strong attention to detail and the ability to analyze complex problems.

The Fellowship is an in-person position, 8 a.m.-5 p.m. Monday through Friday, with some flexibility for attendance of evening meetings.

The Fellow’s work will largely be project-based. Projects will be assigned as they arise and will be guided by the Fellow’s interests, but typical duties include:  

  • Assisting with the biannual performance measurement program and internal employee survey
  • Assisting the communications manager with the resident survey, when applicable
  • Assisting with the Teen Council Program
  • Investigating and responding to resident complaints, contacting appropriate parties as necessary and coordinating corrective action
  • Conducting research, comprehensive analysis and preparing reports on a range of municipal policies, procedures and services
