Block Party Permits

Get with your neighbors and sponsor a neighborhood block party. Find out what you need to do to make it a success.

You must read and follow these guidelines for a block party.
It also is a good idea to print this page for your records.

In order to have a block party in the City of Overland Park all of the following guidelines must be observed:

  1. The applicant must sign and submit the attached form to the Chief of Police at least seven days prior to the day of the proposed block party.

  2. Based on the information provided, the Chief of Police will make the determination as to whether or not the street will be designated a "Play Street" in accordance with OPMC 12.04.020. Such determination will be made within 48 hours of submission of the signed application.

  3. The above determination will be based on the chief's decision as to whether the time, duration, size and location of the proposed temporary street closure will disrupt the orderly and safe movement of traffic and whether it will unduly interfere with proper fire and police protection of, or ambulance service to, areas contiguous to such street closure.

  4. The "Play Street" designation will only be effective during daylight hours. For the purpose of this policy, daylight hours are defined as 9 a.m. to 7 p.m. local time of any day except that -- from the last Sunday in April, to and including the last Sunday in October of each year -- block parties may be held from 9 a.m. to 8 p.m. of any day. If an alternative rain date is indicated on the request form, the block party may be conducted on either date, at the discretion of the applicant, but not on both dates.

  5. No more than one city block may be temporarily closed.

  6. In all cases, there must be immediate access for all emergency vehicles.

  7. Access must also be provided for drivers of vehicles having business or whose residences are within such closed area.

  8. Barricades and signs must be placed at each end of the block which adequately warn vehicles of the street closure. (Refer to barricade drawing)

  9. The applicant assumes responsibility for cleaning up the street and removing debris left as a result of the party.

  10. Neighbors in contiguous blocks have the right to access and quiet enjoyment of their property. The city will investigate any reports received as to excessive noise, disruptive or offensive behavior, failure to allow a resident or person having business on a closed street from entering, etc.

  11. Applicants shall agree to assume the defense of and indemnify and save harmless the city; its councilmembers, officers, employees, and agents, from all suits, actions, damages or claims to which the city may be subjected, of any kind of nature whosoever resulting from, caused by, arising out of or as a consequence of such temporary street closure and the activities permitted in connection therewith.

  12. Failure to comply with any of the aforementioned guidelines will result in the" Play Street" designation being withdrawn and the street closed to traffic.

  13. Remember, the safety and enjoyment of all involved is our primary concern.

  14. Applicant shall notify the Police Communications Center, 913/895-6300, when the street is closed and again when it is opened.

I have read these guidelines and understand that proper barricades and signs must be used.
